WHAT ABOUT CIVIL RIGHTS GOVERNOR NEWSOM?

I noticed that Governor Newsoms' State of California web site has no civil rights selection in its' various choices in their custom drop down menu...Ask why? @ https://govapps.gov.ca.gov/gov40mail/
